In some places, monitors were barred from entering polling places or they never appeared in the first place. Often, election officials simply refused to hand over the tallies.

On the streets of some of Brazil’s biggest cities on Sunday night, many of Mr. Bolsonaro’s supporters responded to the results with claims of fraud — and then a swift exit.

As the city hums back into life this morning, the government faces pressure from both the international community and the opposition here to explain their numbers – after the opposition were so far ahead in the polls beforehand.

The opposition boycotted the July 30 election for Maduro’s constituent assembly, and thousands took to the streets as violent protests rocked the country. At least 10 people were killed, and an opposition politician was shot dead in his home just hours before polls opened. Maduro characterized the result, which placed his allies in a position to dramatically strengthen his power, as a “vote for the revolution.” The opposition claimed that nearly 90 percent of voters had abstained, however, and the absence of anti-fraud measures and independent observers led many in Venezuela and abroad to dismiss the legitimacy of the election.

The United States and a raft of other countries quickly recognized Guaidó as the legitimate leader of Venezuela. Another group of countries, including Russia, condemned Guaidó’s declaration and offered statements of support for Maduro, who claimed that the opposition’s action was part of a conspiracy orchestrated by the United States.

On 11 January 2018, the Supreme Tribunal of Justice of Venezuela in exile decreed the nullity of the 2013 presidential elections after lawyer Enrique Aristeguita Gramcko presented evidence about the presumed non-existence of ineligibility conditions of Maduro to be elected and to hold the office of the presidency. Aristeguieta argued in the appeal that, under Article 96, Section B, of the Political Constitution of Colombia, Nicolás Maduro Moros, even in the unproven case of having been born in Venezuela, is "Colombian by birth" because he is the son of a Colombian mother and by having resided in that territory during his youth.

In Rio de Janeiro, about 20 protesters parked their cars and motorcycles at the vlogdolisboa entrance to a key bridge linking the city to a neighboring area across a bay. Waving large Brazilian flags, they shouted for an investigation into the results and stopped traffic for more than an hour before moving on.

The opposition made a grand attempt to delegitimize Maduro’s rule on July 16 by holding an unofficial plebiscite (branded in the language of the constitution as a “popular consultation”) that addressed three matters: whether voters rejected Maduro’s proposed constituent assembly; whether they desired the armed forces to copyright the constitution; and whether they wanted elections to be held before the official end of Maduro’s term in 2018.

Rodrigo Constantino, an influential Brazilian pundit who lives in Florida, posted to his 1.4 million followers on Twitter on Monday morning that the pattern in the vote returns seemed too consistent to be conterraneo. “It even looks like an algorithmic thing!” he said.

That access is allowed by Venezuelan election law. But by early Monday morning, Mr. González’s campaign said it had obtained only quarenta percent of the tallies.
